Bloom can easily make an illustration look as if it is glowing. In the example, we will create text that is glowing like a neon sign.

Enter the text using the “Text tool” and rasterize it.

Open the ①Tool Select window and select ②Filter.

Select ②Glow (Inner) from ①Style. Set Radius, Color, and so on to your preference and tap ③✓.

Open the ①Layer window. Tap ②Add Special Layer and select ③Duplicate Layer.

Select ②Hard Light from ①Blending Mode and apply the duplicated layer.

Open the ①Tool Select window and select ②Filter.

Select ②Bloom from ①Artistic. Set Area, Radius, Brightness, and Balanced to your preference and tap ③✓.

It is complete.
